Stormwater System in Coon Rapids

The City is pro-active when maintaining the storm water system, which is separate from the sewer and water system. Roadways are kept free of leaves and other debris through the a street sweeping program. Storm drains are repaired and inspected on a regular basis. Curb and gutter systems are frequently inspected and repaired to insure proper flow and drainage of excess water from city streets.

Residents can help the City by not putting grass clippings, leaves or other debris in the street. This organic pollution harms waterways.

Storm Water Pollution Prevention Program (SWPPP)

The City has developed a Storm Water Pollution Prevention Program (SWPPP) in compliance with the Minnesota Pollution Control Agency (MPCA) requirements. The SWPPP is part of a federal program called the National Pollutant Discharge Elimination System (NPDES).

Municipal Separate Storm Sewer Systems Permits

This program generally requires cities with populations greater than 10,000 people obtain a Municipal Separate Storm Sewer Systems (MS4s) permit.

This permit details how storm water will be managed within the city and is based on the city's comprehensive storm water management plan.

Minimum Control Measures

The SWPPP's 6 minimum control measures are as follows:

  • Construction storm water runoff control
  • Illicit discharge detection and elimination
  • Pollution prevention / good housekeeping for municipal operations
  • Post-construction storm water management for new development and redevelopment
  • Public education and outreach
  • Public participation and involvement
